I'm completely lost as to what this could be and I really hope you guys can help me out. It does happen with some games but I can chalk that off as being the game's fault. I get no frame drops and no weird flickering. This issue also does not happen while I'm gaming, even at 4k with every setting on Ultra. My monitors are 4k60Hz, and I often open an youtube video on that quality just to test and I see that the video is silky smooth, this problem does not happen at all. The interesting thing in all of this is that it only seems to happen in certain scenarios.

I have even gone as far as reverting to an old version of Windows because I thought the issue could be related to the recent updates. Now to the things that I have tried when it comes to software: I have tried turning freesync on, turned on hardware acceleration for windows, turning on/off smooth scrolling. i have to use a third-party program Scroll Reverser to fix that.
